According to this info, hundreds of these were struck in commemoration. There have been many auction appearances of these in recent years ... an early commemorative coin, in effect.

That's an unusual c/s; likely, an early toolmaker or blacksmith's mark. The grouping of bullets between the letters is something that I've not seen the like. This c/s style likely predates the Hard Times era, say 1820's vintage is my guess. It's an interesting acquisition for most any collector of the old coppers.
