Here is a link to a discussion on the Collectors Universe Forum about a 1853 half cent graded by PCGS as a Proof (Genuine - XF Details (92 - Cleaned)). http://forums.collectors.com/messageview.cfm?catid=26&threadid=852346&STARTPAGE=1
Here is a link to the PCGS Cert Verification page with pictures of the coin. http://www.pcgs.com/Cert/24222981.html
Take a look and let's hear your thoughts.

No way to tell without seeing the edge. The posted photo of the obverse does not show any of the edge. That of the reverse shows the rim meeting the edge at 1-2:00; there it looks like a normal 1853 to me.
1853s generally come sharp, and this coin is no sharper than others.
The coin information page on the link doesn't say anything about proof status. It just says XF-cleaned.
My guess is that if the label says "PROOF" it's a typo.

Ya, I saw a PCGS bust half for sale on Ebay, yet what was in the holder was a bust quarter, so they can get their labels wrong occassionally.
